A proposal by Matthew Bushell, for CLERO and the LEROs leading the way.
LERO census, September 2024: Bradford et al., The barriers and facilitators to supporting, commissioning and working with LEROs in systems of care in England, RAND Europe for NIHR, 2026. By November 2025 OHID knew of 60 LEROs.
Share of each region's areas with a LERO: Yorkshire and the Humber 82%, East Midlands 75%, South East 32%, West Midlands 31%, South West 7%.
RAND Europe for NIHR, 2026.
Of commissioners asked whether their area had a LERO, 41% misreported it: 24 said there was one when there was none, 7 said there was none when there was one.
OHID's 2022 survey of commissioners, checked against the LERO census, as analysed in RAND Europe for NIHR, 2026.
52 LEROs: 32 in one large network, one pair, 16 with no identified links. Positions are drawn, not geographic.
RAND Europe for NIHR, 2026.
National monitoring catches treatment completed; belonging, hope, a role and prevention fall through unseen. Councils spent under 5% of treatment and recovery budgets on each type of recovery support.

People before data, but the data follows.

This is how the data follows.
Make clear what a LERO is: each LERO shows itself against the standards, in its own words. Support grassroots LEROs to start: a ready kit of welcome, agreement, constitution, standards and journey. Fund LEROs for the longer term: evidence that builds over years, never a snapshot. Bring LEROs into governance: decisions held and kept in the LERO's own room. Respect between LEROs and treatment: one ground both can read, each keeping its own account. LEROs collect and share their value: days told in members' own words, with no forms to fill.
RAND Europe for NIHR, 2026, chapter 6.
Community Recovery's own dated journey threads down into the 33 standards it evidences.
Read live from Community Recovery’s place on the beach. Open rings are still ahead. Tap a moment or a standard.
Community Recovery's journey, kept by its keepers and by sandpiper.
Community Recovery's reading against CLERO's 33 standards as petals in four groups: in place, partly there, not yet.
Ink is in place, crimson half is partly there, dashed is not yet. Each standard in CLERO’s own words. Tap a petal.
sandpiper's evidence reading, first written 14 October 2026 and kept current; CLERO's criteria at clero.co.uk/clero-standards.
Rings for a member, their peer leader, the LERO and CLERO. Whoever is looking, what is sealed from them shows hatched: a member's day and growth go outward only with their yes; names stay on paper; CLERO sees counts only in the fold.
The proposal's own design: each person holds their own account under their own key; what is private is sealed, what is shared is chosen.
The same 52 LEROs joined on one ground, and their readings folded into one picture of the 33 standards, shown only once enough have spoken. A sketch of what could be.
The LEROs are RAND Europe's counts for NIHR, 2026; the joining and the fold are the proposal's national picture, not yet built.
Built: the recovery capital tool (10 August), constitution and agreement (late September), live presentation (14 October), one site (15 October), a meeting kept (16 October), Sundial (21 October). Still to build: days to recovery capital, a kit for any LERO, the national fold, the agreement, measured evidence, and the safety alert before the trial.
What Matthew and David have built on the beach since August 2026, and what the proposal names as still missing.
Ten days filling, first evidence on day one, CLERO reading the picture at the end. Measured: hours spent proving value, members taking part, whether CLERO can read it, what members say.
The trial as the proposal sets it out: one LERO leading the way for ten working days.
Commissioners, public bodies, funders and national programmes fund the service; members pay nothing; a share returns to Community Recovery. The first price is still open, to be set with CLERO.
The economy as the proposal sets it out: members pay nothing, those who need the evidence fund the service, and a share returns to the LERO the kit was shaped with.

The proposal asks six decisions. Anyone may answer them, each in their own words, on the proposal’s own page. For talk that is not a decision (questions, people who should see this, offers of help) there is the room.
A voice given under a drawing here is kept on the beach in its writer’s own name, at that drawing’s place in the proposal, and shows wherever the proposal is read.
